Is the rear license plate really mounted so poorly?

So my plate arrived yesterday and I immediately installed it. Removing the temp tag gave me a chance to fully inspect how the plate is mounted and… WTF?

Does it really just use two screws driven into the plastic on the rear bumper? It looks like there’s proper mounting holes on either side of the screw holes, but those are too wide for a standard US plate to mount on. And then the plate just kind of flops around on the bottom? This feels janky. Did my dealer screw this up or is Toyota’s solution really so poor?

I was also unimpressed. I have a suspicion those holes are for another bracket or something that was just not released with the car. That bracket from Etsy looks like a good piece. I drilled 4 holes that matched the plate spacing, and used rubber expanding grommets and stainless 6mm socket head bolts.
